Shaheed Al Hafed (refugee camps), Feb 19, 2012 (SPS) - The Raporteur of the Parliament Election’s Preparatory Committee and Minister of Interior, Mr. Hamada Salma, has noted that the exercise of oversight in a liberation movement still struggling to achieve sovereignty over usurped land “is an embodiment of the practice of democracy in its depth.”

“The person here bears the responsibility before the group not before the individual. This is the best way to address the problems that can result from the administrative oversight, which is another complementary part to the topic of the public oversight,” Mr. Hamada Salma told last week Essahra El Hora Newspaper.

The Minister emphasized that the National Council constitutes “the largest contribution for strengthening the national institutions, especially those related to the executive organ,” highlighting the importance of public oversight through the political conferences, whether those of parliament, heads of municipalities, secretaries of the political organization’s election held every two years as required by the Constitution of SADR and Basic Law of the Polisario Front issued by the 13th Congress.

He pointed out in relevant context to the leading and main role played by the Saharawi Parliament in the oversight of institutions’ work and prescribing the laws, adding that this took the lion’s share the debate and deliberations of the Polisario 13th Congress.

Responding to a question about the participation of woman, the Raporteur indicated that the presence of women in the various national institutions is “the biggest gain achieved by the Saharawi woman though her individual efforts and her effective participation in developing the struggle and contributing to the construction, from nature of the Saharawi Bedouin society that enhance the place of woman by giving her the opportunities to take part in all areas of life, whether administrative or political.”

He added in the same regard that the Committee “decided to adopt the women Quota system only in the constituencies which have women’s majority, in particular the four Wilayas and February 27th School.”

In a response to other question on the diplomatic role played by the Saharawi Parliament, the official stressed on the role of the Saharawi National Council in raising awareness about the Saharawi cause, pointing in this regard to ties of cooperation and friendship established by the Saharawi Parliament with many parliaments in Latin America, Africa, Europe and elsewhere in the world.
