On behalf of the people and government of the Saharawi Republic and on my own behalf, allow me to extend to Your Excellency, and to the Panamanian government and people, my sincere congratulations on the 197th anniversary of your country's Declaration of Independence, on 28 November 1821
On this day of great historical significance for the Panamanian people, I convey to you, Excellency, my longings for peace and prosperity and, through you, the Panamanian people, and I express the desire and willingness of the Saharawi Republic to continue narrowing the already traditional ties of friendship and cooperation that unite our two countries and sister nations.
